Ngati Pukenga Iwi - Legislation Update

First Reading - 14th April 2016

April 7th saw the 3rd anniversary of the signing of the Ngati Pukenga Deed of Settlement.  We are happy to advise that the process is moving along albeit slowly. The settlement will go through the legislative process so that it becomes law.  This involves:

Our Settlement Bill will be introduced to Parliament and read for the first time. It will then be referred to a Select Committee (most likely the Maori Affairs Select Committee) which will hear all submissions from anyone to chooses to comment on our Bill.

The Select Committee will report back to Parliament on the submissions and approve (or not) our Settlement Bill.  When they approve our Bill, it will be read for a second time.

This is the last time our Bill will come before Parliament.  Once it has been passed by the House, our Bill will be signed by the Governor-General and become law.  The settlement assets will then be transferred to Te Tāwharau o Ngāti Pūkenga on behalf of Ngāti Pūkenga.

Trustee Elections 2015

Te Tāwharau o Ngāti Pūkenga is seeking a Trustee and an Alternate Trustee for each of our four kāinga.

At kāinga hui held in May, nine nominees were selected by our kāinga.   Wider nominations were then sought through the newspapers, website and facebook but no further nominations were received.

Subsequently, Harry Mikaere of Manaia withdrew his nomination, and so there are now eight candidates, two from each of the four kāinga.

One Trustee and one Alternate Trustee from each of the four kāinga of Ngāti Pūkenga (eight people in total) are being sought this year for the Te Tāwharau o Ngāti Pūkenga Trust (the Trust).

Kāinga hui have been held to nominate at least two candidates from each kāinga for these positions.  The candidates are:

  • Pitman, June Elizabeth

  • Mikaere , Harry Haerengarangi
  • Wihongi, Dawn Riria
  • Mikaere, Jocelyn

  • Berghan, Gina
  • Hokowhitu, Whakarongotai

As per the Trust deed, all other Registered Members of Ngāti Pūkenga have the opportunity to nominate further candidates.  Nominations open on Wednesday 24 June 2015 and close at 5pm on Friday 10 July 2015.

Nominations must be made on the official Nomination form which is available from the Trust website or from the Trust office (details below).  Each nomination paper must be signed by the candidate and two registered adult registered members of Ngāti Pūkenga, all of whom must be listed on the Ngāti Pūkenga Register for the kāinga the candidate wishes to represent.  Candidates must also acknowledge that they will accept election as an Alternate should they poll in second place and submit a profile statement with their nomination paper for dispatching with the voting papers.

The Trust also invites anyone who has not already registered, aged 18 years and over and with the appropriate whakapapa, to enrol on the Ngāti Pūkenga register.   Application forms for registration may be obtained from the Trust website or from the Trust office (details below).

May 2015 Kainga hui Update

Thank you to all those who attended the kāinga hui held in each of our kāinga in the first two weekends of May.  At these hui, a number of matters were discussed:


Transfer of Negotiations Mandate
There was unanimous support for the following resolution:

That Te Tāwharau o Ngāti Pūkenga Trust becomes the iwi entity mandated to complete negotiations with the Crown for the settlement of all of the historical Treaty of Waitangi claims of Ngāti Pūkenga whānui with thanks given to Te Au Maaro o Ngāti Pūkenga for the work they have done throughout the negotiations.

As such, Te Tāwharau is now the entity which will complete the Treaty negotiations with the Crown.

Due to our kaumātua Keepa Smallman passing away the weekend of the Tauranga hui, key people were not able to attend.  Thus, our Tauranga kāinga will hold their nomination hui on Sunday 21 June, 1pm at the Ngāti Pūkenga ki Tauranga Trust office.

Once Tauranga have held their nomination hui, further nominations will be called for through the newspaper, our website and facebook.

Strategic Planning
Three of the kāinga also began to develop strategic plans for their kāinga (Manaia already has one which they will review shortly).  We’ll send out the draft plans based on the information received at each hui for feedback.  We will then hold another round of hui in June/July so that each plan can be approved.

Consultation Document for Long Term Plan 2015 - 2025


Submissions for Bay of Plenty Regional Council's Long Term Plan 2015-2025 (“Thriving together / Whakawhanake Tahi”) close this Friday 20 March at 4pm.

This 24 page document and a helpful 2 page Maori Engagement Brochure are attached.

The Long Term Plan impacts us all – as Māori, ratepayers, public services users, events goers, car drivers, sport players… so it’s important that you know about it.

If you oppose their proposals, the Regional Counci needs to know but it’s just as important that you let the Regional Council know the proposals you support too.  So if you want the Council to:

• Continue to support our three Māori seats and Māori Councillors
• Continue to operate Te Komiti Māori (Māori  Standing Committee of Council)
• Support Treaty settlements
• Continue to work with Co-Governance Treaty forums and look for collaborative opportunities
• Hold a regional Māori conference for Māori in the Bay every two years
• Continue to engage Māori summer students to help build hapū & iwi capability
• Work with Māori to capture the cultural values of our waterways
• Work with Māori in setting water limits (how clean it should be - and how much users can take)
• Look for opportunities to integrate Mātauranga Māori into our water programmes to recognise the different knowledge bases
• Continue to fund the development/revision of hapū/iwi resource management plans
• Continue to provide sponsorship for Māori hearing commissioner training ...

Tūtara Kauika ki Rangitaua

Friday 6th of March will be the first time Tauranga group Tūtara Kauika ki Rangitaua will stand at the Te Matatini National festival after pursuing the opportunity to do so for nearly 20 years.

They’re the only Mataatua group in this pool.

The group's regional performance commemorated 150 years since the Battle of Pukehinahina.
